Centers of Excellence for Stormwater Control Infrastructure Technologies Grant Program

 

To improve the effectiveness, cost efficiency, and protection of public safety and water quality. Pursuant to 33 U.S.C. 1302f(b), stormwater infrastructure technology, this assistance program provides grant funding to establish and maintain Centers of Excellence for Stormwater Infrastructure Technologies (CESITs), to be located in various regions throughout the United States. Funding Priority - Fiscal Year 2024: Funding will support projects that establish regional CESITs that will conduct research on new and emerging stormwater control infrastructure technologies and alternative funding approaches; provide technical assistance to State, Tribal, and local governments; and collaborate with regional institutions, among other eligible activities. Funding will also support one CESIT project to create and maintain a national electronic clearinghouse that contains information relating to new and emerging stormwater control infrastructure technologies

Applicant Eligibility
Assistance under this program is available to institutions of higher education and research institutions that have demonstrated excellence in researching and developing new and emerging stormwater control infrastructure technologies and nonprofit organizations that have demonstrated excellence in researching and developing new and emerging stormwater control infrastructure technologies with a core mission that includes water management. For certain competitive funding opportunities under this assistance listing, the Agency may limit eligibility to compete to a number or subset of eligible applicants consistent with the Agency's Assistance Agreement Competition Policy.

Communities and entities responsible for stormwater management, including planning, financing, operations, and maintenance.
Credentials/Documentation
Documentation of nonprofit status may be required. Nonprofit organizations that are not exempt from taxation under section 501 of the Internal Revenue Code must submit other forms of documentation of nonprofit status, such as certificates of incorporation as nonprofit under state or tribal law. Applicants may be requested to demonstrate they have appropriate experience.

Appeals
Assistance agreement competition-related disputes will be resolved in accordance with the dispute resolution procedures published in 70 FR (Federal Register) 3629, 3630 (January 26, 2005). How may assistance be used?
Funds are provided to eligible applicants to establish and maintain centers of excellence for new and emerging stormwater control infrastructure technologies, to be located in various regions throughout the United States as authorized by Section 33 U.S.C. 1302f(b). This assistance program provides grant funding for the centers of excellence to conduct research, provide technical assistance, and conduct effective outreach and collaboration on new and emerging stormwater control infrastructure technologies, other approaches to water resource enhancement, and alternative funding approaches. Specific uses and restrictions on funds will be described in detail in the competitive announcements. Assistance agreement awards under this program may involve or relate to geospatial information. Geospatial information is information that identifies the geographic location and characteristics of natural or constructed features or boundaries on the earth, or applications, tools, and hardware associated with the generation, maintenance, or distribution of such information. This information may be derived from, among other things, GPS, remote sensing, mapping, charting, and surveying technologies, or statistical data. Reporting
Performance Reports: Reporting requirements shall be determined at the time of award.
Auditing
Grants and cooperative agreements are subject to inspections and audits by the Comptroller General of the United States, the EPA Office of Inspector General, and other EPA staff, or any authorized representative of the Federal government. Reviews by the EPA Project Officer and the Grants Specialist may occur each year.
Records
Recipients must keep financial records, including all documents supporting entries on accounting records and to substantiate changes in grants available to personnel authorized to examine EPA recipients grants and cooperative agreements records. Recipients must maintain all records until 3 years from the date of submission of final expenditure reports as required by 2 CFR 200.334. If questions, such as those raised because of audits remain following the 3-year period, recipients must retain records until the matter is completely resolved.

Length and Time Phasing of Assistance
For FY2024, EPA is developing this program and will determine the length and phasing of awards. EPA may incrementally fund grants and cooperative agreements under this program. Approval of subsequent funding increments is dependent on satisfactory project progress, continued relevance of the project to EPA's priorities and availability of funds. Renewals and extensions of funding are not available.
