Support the foreign assistance goals and objectives of the Department of State, Bureau of Near Eastern Affairs (NEA), as delineated in the FY Bureau Strategic and Resource Plan. This program is for all grant awards for the entire fiscal year funded through State/NEA/AC.

Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133 if applicable. All project/program and financial records must be retained by awards recipients for three years. Statutory formula is not applicable to this assistance listing.

All assistance for Centralized Payments, Cash Management, Financial Reporting, Debt Management, and Audit Assistance is with the Department of Health and Human Services, Division of Payment Management one of the two non-DoD grants payment systems for use by the entire Federal Government. It depends on the amount and the details of the project. Sometimes it is one lump sum, in the cases of under $25,000 awards.
