Aging Home-delivered Nutrition Services For States
Under the American Recovery and Reinvestment Act of 2009 to provide grants to States to support nutrition services including nutritious meals, nutrition education and other appropriate nutrition services for older Americans in order to maintain health, independence and quality of life. Meals will be delivered to the home where the older individual is homebound.

Applicable costs and administrative procedures will be determined in accordance with Part 92 of Title 45 of the Code of Federal Regulations.
Applicant Eligibility: Only States and U.S. Territories which have State Agencies on Aging designated by the governors and an approved state plan are eligible to receive these grants.
Beneficiary Eligibility: Older individuals aged 60 and over and their spouses, especially those older individuals with the greatest social need or those with the greatest economic need, and in certain cases, under age 60, if the individual is handicapped or disabled and resides with an older individual. OMB Circular No. A-87 applies to this program.

Pre-Application Procedure
Preapplication coordination is not applicable. Environmental impact information is not required for this program. This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.

How are proposals selected?
Non-competitive. State grants are awarded based on approval of a State plan.
How may assistance be used?
Local projects must provide a hot or other appropriate meal which complies with the Dietary Guidelines for Americans and provides one-third of the Dietary Reference Intakes (DRI), at least once per day, five or more days per week, except in rural areas where a lesser frequency is determined feasible, to eligible people aged 60 and over and their spouses.
What are the requirements after being awarded this opportunity?
Reporting
No program reports are required. Completed in the Payment Management System. Reporting as required under ARRA (Public Law 111-5), M-09-10, the OAA as amended, quarterly SF 269 Financial Status Report, quarterly Program Performance Report, and any additional reports as cited in the Notice of Award. Auditing
In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133. See audit requirements.
