Affordable Care Act (ACA) Primary Care Residency Expansion Program
The Primary Care Residency Expansion program is a five-year initiative to increase the number of physicians trained in family medicine, general internal medicine, and general pediatrics residency programs. Grantees are primary care residency programs that commit to increasing their number of training positions by one to four new post-graduate year one positions for five consecutive years. Awards facilitate this expansion by providing $80,000 per expanded position per year.

Who is eligible to apply/benefit from this assistance?
Applicant Eligibility
Eligible applicants include public or nonprofit private hospitals, schools of medicine or osteopathic medicine or a public or private nonprofit entity of which the Secretary has determined is capable of carrying out such grants. Applicants may request support for only one residency program (discipline). Federally Recognized Indian Tribal Government and Native American Organizations may apply if they are otherwise eligible.

Project participants (residents) must be U.S. Citizens, non-citizen nationals, or foreign nationals who possess visas permitting permanent residence in the United States. Individuals on temporary or student visas are not eligible.

Application Procedure
This program is excluded from coverage under 2 CFR 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. HRSA requires all applicants to apply electronically through Grants.gov.
All eligible, qualified applications will be forwarded to an objective review committee. Based on the advice of the objective review committee, the HRSA program official with delegated authority is responsible for final selection and funding decisions. Notification is made in writing by a Notice of Award.

How are proposals selected?
Procedures for assessing the technical merit of grant applications have been instituted to provide an objective review of applications and to assist the applicant in understanding the standards against which each application will be judged. Critical indicators have been developed for each review criterion to assist the applicant in presenting pertinent information related to that criterion and to provide the reviewer with a standard for evaluation. How may assistance be used?
Awards may only be used to fund an accredited family medicine, general internal medicine, or general pediatric residency program. Applicants may request support for only one residency program (discipline).
Approved uses of Primary Care Residency Expansion grant funds are resident salary including fringe benefits and indirect costs, training expenses, and resident physician travel. Personnel, staffing, consultant cost, equipment, supplies, subcontracts and other items are strictly prohibited under this grant award.
Restricted Uses: Indirect costs under training awards to organizations other than State, local or American Indian tribal governments will be budgeted and reimbursed at 8 percent of modified total direct costs rather than on the basis of a negotiated rate agreement, and are not subject to upward or downward adjustment.
What are the requirements after being awarded this opportunity?
Reporting
The recipient will be required to submit semi-annual performance and annual progress reports. Cash reports are not applicable. A Federal Financial Report (SF-425) is required according to the schedule in HRSA’s Application Guide. A final report is due within 90 days after the project period ends. If applicable, the recipient must submit a Tangible Personal Property Report (SF-428) and any related forms within 90 days after the project period ends. New awards (“Type 1”) issued under this funding opportunity announcement are subject to the reporting requirements of the Federal Funding Accountability and Transparency Act (FFATA) of 2006 (Pub. L. 109–282), as amended by section 6202 of Public Law 110–252, and implemented by 2 CFR Part 170. Grant and cooperative agreement recipients must report information for each first-tier subaward of $25,000 or more in federal funds and executive total compensation for the recipient’s and subrecipient’s five most highly compensated executives as outlined in Appendix A to 2 CFR Part 170 (The FFATA details are available online at http://www.hrsa.gov/grants/ffata.html). Competing continuation recipients, etc. may be subject to this requirement and will be so notified in the Notice of Award. Expenditure reports are not applicable. Performance monitoring is not applicable.
Auditing
In accordance with the provisions of 2 CFR 200, Subpart F - Audit Requirements, non-Federal entities that expend financial assistance of $750,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Non-Federal entities that expend less than $750,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in 2 CFR 200.503.
Records
Grantees are required to maintain grant accounting records three years after the date they submit the Federal Financial Report (FFR). If any litigation, claim, negotiation, audit or other action involving the award has been started before the expiration of the three year period, the records shall be retained until completion of the action and resolution of all issues which arise from it, or until the end of the regular three year period, whichever is later.
