Adanced Reactor Industry Competition for Concept Development

 

The U.S. Department of Energy (DOE) Office of Nuclear Energy, through this Funding Opportunity Announcement (FOA), seeks to facilitate the advancement of reactor concepts through engagement between DOE and industry. In support of that goal, DOE desires to partner with industry to fund up to 2 cost-shared awards that will progress the development of selected advanced reactor designs. As a part of this effort, DOE, through this Funding Opportunity Announcement (FOA) is seeking applications for projects that progress the development of advanced reactor concepts with the potential of being demonstrated in the 2035 timeframe. The awards resulting from this FOA shall support the overall project but include only those activities in the applicantâ₏™s proposed work scope that can be completed within the next five years, subject to availability of funds. This FOA is available at Fedconnect (https://www.fedconnect.net) under reference number DE-FOA-0001313. Any Government obligation under this program is contingent upon the availability of appropriated funds from which payment for award purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer, notice of award is made to the recipient by the Contracting Officer, and the recipient receives notice of such availability of funds, to be confirmed in writing by the Contracting Officer. Applications in response to this FOA must be submitted through grants.gov. DOE intends to allow for approximately 64 days for applicant response to this FOA. The application due date is October 5, 2015. DOE will conduct a webinar on August 24, 2015 at 1:00 p.m. EST covering financial assistance award requirements, the application submission requirements, and the merit review process. Interested parties are encouraged to review the FOA and submit any questions, comments, suggestions, or concerns to DOE on or before August 17, 2015. DOE will make every effort to address these during the Webinar on August 24th. FOA-related questions may be submitted through the FedConnect portal (identified in the FOA).

Applicant Eligibility
All U.S. entities are eligible for award in accordance with 2 CFR 910.124, Eligibility. This financial assistance award is also a â₏œcovered programâ₏ (as defined in 2 CFR 910.124(b))and must be accomplished in the economic interest of the United States as stated in 2 CFR 910.124. Eligible entities include, but are not limited to, teams, consortia, or other partnership arrangements consisting of companies that meet the criteria of 2 CFR 910.124 (c) (1) â₏“ (2). In accordance with 2 CFR 910.126 (b) (1) â₏“ (2), Competition, eligibility of the prime applicant for award is restricted to for-profit entities, as defined in 2 CFR 910.350(b). Institutes of higher education; non-profits; state, local and tribal government entities; federal agencies and instrumentalities (other than DOE); foreign entities; non-profit consortia (incorporated or unincorporated); and FFRDCs are not eligible to participate as a prime applicant. This restriction does not apply to sub-recipients, sub-awardees, vendors, or team members of the prime/lead applicant.
