OVERVIEW The purpose of this program is to provide improvement of fish and wildlife habitat within the Klamath River Basin as affected by Reclamationâ₏™s Klamath Project to minimize the adverse effects associated with operation of the Klamath Project and to support restoration activities for Southern Oregon/Northern California Coast (SONCC) coho salmon and its critical habitat. Specifically, these activities will focus on coho habitat restoration actions within the mainstem Klamath River closest to Iron Gate Dam and the tributaries below Iron Gate Dam from Bogus Creek (inclusive) to the mainstem Salmon River (inclusive) with the upstream limit of potential restoration being natural impassable barriers. Other tributaries in the Mid and Lower Klamath River that contribute to coho salmon recovery and Reclamationâ₏™s Endangered Species Act Section 7(a)(1) responsibilities are also possible if Reclamation and NMFS determine that project proposals within the primary focus area (Iron Gate Dam from Bogus Creek (inclusive to mainstem Salmon River (inclusive) did not meet the objectives of the restoration program for that year. The upstream limit for the secondary proposal area will also be natural impassable barriers. RECIPIENT INVOLVEMENT National Fish and Wildlife Foundation shall: 1. Adhere to all Federal, State, and local laws and regulations and codes, as applicable, and obtain all required approvals and permits. Coordinate and obtain approvals from appropriate land owners. 2. Perform all tasks pursuant to, and utilizing methods specified in, the Proposal, the Funding Opportunity Announcement and the Statement of Work. 3. Obtain all additional funds needed to develop a grazing management system that will provide for the restoration of 205 acres of habitats for Milltown Valley and other CVP impacted soil species as put forth in the Proposal. 4. Annually soliciting, reviewing, collating, and coordination of project proposals within the defined reach of the Klamath River Basin to fund through requests for proposals and a selection process. 5. Annually facilitating a meeting with the National Marine Fisheries Service, California Department of Fish and Wildlife, and Reclamation (collectively referred as the resource agencies) to prioritize project proposals. 6. Annually administer Reclamation funds for coho restoration activities under this grant opportunity. Unless exempted by NMFS and Reclamation, contracts for selected project proposals will be completed by September 1st for 2014, and by mid-June for subsequent years. In addition, contracts will be finalized with applicants within 2 months from the date NMFS and Reclamation selects for funding. 7. Administration of activities conducted by other entities receiving funds under this grant opportunity. 8. Monitoring and reporting activities associated with the administration of the Klamath River Restoration program as defined in Section 13.5.2, Item 6 (page 409) and Appendix C Section E (pg. 534-537). 9. Submit required semi-annual and final written reports as specified in this agreement. 10. Establishing a public website as another method to (1) provide information about the funding (e.g., schedule of solicitation, review, and contracts; qualifying restoration projects; amount; geographic scope); (2) annually solicit project proposals; and (3) list awarded proposals for each year. 11. Recognize, through inclusion in planned signage, public ceremonies, public outreach documents, and other appropriate methods, the contribution Reclamation, NMFS, and NFWFâ₏™s partnership toward implementation of restoration projects. RECLAMATION INVOLVEMENT 1. Provide technical support to determine appropriate level of environmental compliance required to ensure compliance with the National Environmental Policy Act and Endangered Species Act. NFWF will coordinate with Bureau of Reclamationâ₏™s Klamath Basin Area Office to ensure all applicable federal, state and local permits for work to be performed under this grant are obtained. 2. Ensure receipt of all deliverables including but not limited to the draft and final reports. 3. Provide other additional information, clarification, data, or assistance that may be requested by the grant recipient, as determined to be practicable by Reclamation.
